Ambre's consultants prepared this Biological Assessment of the impacts of their coal export project on threatened and endangered species, including salmon, steelhead, and eulachon.  Ambre proposes to ship coal via trains from the Powder River Basin to the Port of Morrow in Boardman, Oregon.  Then, Ambre would load coal into barges to go down the Columbia River to Port Westward near Clatskanie, Oregon, where the coal would be loaded onto ocean-going ships.  Ambre claims the barges will be covered.  Threatened communities and river users are raising concerns about dirty coal on the Columbia River and the large increase in barge traffic.  The Biological Assessment shows that barge traffic will increase 94% if this project gets permitted.  Tribal fishers, windsurfers, kite boarders, and boaters would have to avoid twice as many barges, this time containing toxic coal.
